Why not make him part of the 7 Warlords so that he can get stronger and travel without the Marines possibly chasing him and the Warlords have a lot of leeway so he doesn't necessarily need to follow the Order if he doesn't like it right? and be like Mihawk just there for the benefit of it and maybe betray the Marines at the Marineford War -Just a suggestion though it's just that I don't see many fic with an MC a temporary Warlord and just want to see how it will work out
