My thought is that they are alive, unless she really is insane and decided to use a mystery quirk user and hoped to find a way to beat him after using him. Them not being in Tartarus is a most likely option in my mind, maybe Pantu decided to roll the dice but the consequences are so extreme it sounds insane. Perhaps they have been transferred out of the country? But then wouldn't other nations use their freedom as a means to get Horizon? But then again, almost no one knows that they are related. Imagine them being locked up in america, means Horizon is gonna have to fight Star and Stripe.
