Only psychopaths will sacrifice a country to create something that one ain't even sure about. Philosopher's stone is a legend for many and he isn't even sure if the descriptions are true. He has no proof that it works so you have to be either psychotic or an idiot to even think of sacrificing humans. He lost a lot trying human transmutation and there is no way he will test out philosopher's stone when it's nothing more than a theory in his mind. I said in the aux chap that MC is not a villain nor does he sacrifice innocents. So, I don't know what you expected.
