him becoming hokage makes more sense than him making an organization for no reason. Like id get it if he had no more avenues to grow stronger but we haven't seen that yet so it sounds kinda pointless

Not really the hokage is in function a dictator , he has advisors but he can ignore them . The paper work bit is what any responsible leader of official organisation would have to do . And trying to do surveillance on what is essentially a ninja of ninjas is so stupid that it doesn't make sense

MountainBandit:Hokage have a lot of limitations and responsibilities aside from getting strong. Like paper work and they can't move as easily as they hoped to move because of surveillance and stuff. (And there will also be opposition from political parts etc etc if he ever made a decision which was not benifits konaha)

tbh The Negotiator thing should be more of a Hobby or side thing like you can Contract Fujin to Negotiate a Deal for you with someone , So he could Travel and stuff. As a Main thing i dont think that fits the Story , it is a Running gag so far with the Shamelesnes but nothing more.

What is this obsession with tk no jutsu??? Its'sa bit annoying... one he doesn't want to be in contact with naruto then he also imagines him occasionally. This fanfic has many errors here and there.... hope author learns
