Honestly, I would have gone straight to Amelia Bones and told her Quinn West has threatened him, and would have blown the whole thing out of proportions.. And that is because the threat was too weak, he should have said something like - "your family will have an unfortunate 'accident' while you will disappear, never appear again if you don't comply!" Doesn't that sound like a better way to threaten to someone? The opponent is a Death Eater who kills people for fun, and if you don't go to the same length as your opponent you are doomed to lose, always. (unless of course you are in a fanfiction where everything always turn up alright no matter what..)
