How is it profitable for Otto to be spies? He is already the wealthiest of Area 1, and everything that can't be bough by the normal people he can get it in the Golden Club.. He is already hoarding a lot of materials (that aren't being used much tbh) as he doesn't make more money selling things. He is ony recieving things that he can already afford
