does Noah still have access to the perk that allows him to learn edicts of other folks by taking damage and diving into their soul?

What I don't get is how he can easily get these powerful bloodlines from just quasi taboo or insuperable tiers, if that is the case why doesn't literally every 8th or 9th firmament have these op bloodlines as they definitely have multiple quasi taboos, seems like a big plothole for me. Also when traits was introduced, it served to just boost MC opness even more while was conveniently forgotten where none other strong enemies seem to have it even when they should. Also, the fact that system primordial used was also again just made up for MC to get boosts in power, but even when the Cecillia being so weak had a poor system none of the powerful beings were ever mentioned using their systems,
