It would definitely make the most sense. Strength probably not needed yet since his fighting skills are above average. Only use of dexterity would be chasing suspects.. but doubt many would run in such a small town as it is mostly small cases. So obviously it should go into brainpower for better efficiency and to catch onto leads easier.
