You lot have to be slow to say this was a filler chapter. This chapter is more or less the continuation of events from after the 4th ordeal. It essentially reveals the oracle has given all the high ranked evolvers following the meeting Aurae was called to and this follow up session is meant to be about passing down those orders to the individual oracle overseers However the situation and the next steps going must be grim for a probationary oracle governor to be like this, there's even more you can infer from this.
