It's a little annoying when the authors, in order, allegedly, not to make the hero too op, make an imba of others, even if they are teenage children, and the hero, with his experience, knowledge, second life, and so on, remains to smoke bamboo. As the famous saying goes: "born to crawl, can't fly"; so Urahara, apparently, has less potential than his sister, apparently this is what the author is trying to tell us.
