Advice huh? First of all, Sona needs strength. If an ultimate class devil were to build a rating games school for low and mid class devils, other high class devils would complain behind her back and try to make it paperwork and building wise as difficult as possible, but in the end it will still be built. If she were to be satan class, then it would be easy. Heck, she could build one right now in her territory, but it would be too troublesome… so in the end, you need strength.

Noice chapter as Always and Good choices (I guess) , Maybe Mc in the future can gain Ryujin Jakka in the Future and if you are going outside of Only fire abilities then a schrift would be awesome 👌

She needs to become Satan-class herself, or for Riser to become a Super devil. Power and status is the first step, so she needs to be above all the houses that would deny her, or have the backing of a Super devil. Especially since her school will be useless unless she can introduce an upheaval in the society, that is, make it possible for those low-class devils to leave underworld (because only high-class and above can) and make peerages. Only high-class and above can get evil pieces after all.

Power and influence moves the underworld devil society. Riser can make her dream easier by raising his power, rank, and influence. Like.... by becoming Ultimate or Satan rank. Another choice is Super Devil power level and achievements, like destroying Khaos Brigade later in the story, or defeating god class enemies.

The power levels of the DxD world are absurd, so Riser should eat at least 3 fruits, perhaps belonging to different categories, 1 Zoan (Tori Tori no Mi: Model Phoenix), 1 Logia (Mera Mera no Mi), 1 Paramecia ( Zushi Zushi no mi). With 3 fruits of the devil should reach the class power satan. It would be great to see Riser turned into phoenix and generating fire to burn everything as Deathwing while flying.
