Mc with Mihawk template will become one of the strongest in the world. Chakra is compromised of physical strength and spiritual energy. Due to having Mihawk physical body, in terms of physical strength, except for otsutuski, no one can compare to the mc. Thanks to haki, his spiritual energy is also above almost everyone, with the exception of maybe mangekyo sharingan owner and higher. He will have quite a lot of chakra. Combine it with his Mihawk template strength and the mc will be one of the strongest. Only below six paths level. One piece powerhouses are stronger then anyone below six paths level. Their physical strength alone puts them on a whole different level. Though there are always some exceptions. For example magma/lava/dust release and a few other. So yeah, I’d say one piece power houses range from low kage level to madara/hashirama at most/best. Mihawk with a single sword slash during the war pretty much did what madara can only achieve with perfect susanoo. Kaidos resistance is so strong, id say only six paths powerhouses can kill him and maybe ohnoki also. Though against otsutsuki they are just fodder.

Naruto was not light speed level during the war. He was only able to dodge a light speed level attack, that’s to the sensing ability of six paths sage mode. Anbu don’t move at the speed of light. Anbu contain members of the rank of chunin to jonin mainly.
