I thought the title asks where all the council members are. But where the enemy is is also a good question. Anthony probably expects an old super-force to react fast when going to war. But the puny two-legged creatures don't have the efficiency and unity our colony has. During the time the Golgari mobilize the ants have two industrial revolutions.
