So you can read, the story doesn't focus on making Naruto stronger. He just wanted to help Naruto because he thought he was underutilized. Naruto, being the son of a Hokage and an Uzumaki, and having to rely solely on the Kyuubi to become stronger, was a disappointment.

Kaito helped Naruto become stronger than in the canon, and there have indeed been few changes so far, mainly because the protagonist didn't have the strength or ability to change anything, and most events had already occurred.
