I don't think that it is that simple. They would the strongest race in that case. So, I think that innate amounts of energy are important to perform magic.

They only have two Super Devils. Other races, like gods, have more beings in the Top Ten. Everyone else from the Devil Race (Pure Devils) aren't that strong to be considered Powerhouses. So, do not overpower a race that wasn't overpowered by the Author Itself. And I doubt the argument about Devils not training is not true. They even got two Great Wars to battle for. They trained really hard, and still aren't the most powerful faction. So, yeah, I think that their power is not only about imagination and warp reality.
