And since it's weak it won't get good rewards too so isn't it better if he focuses on strengthening first.

I agree 100% and he can't just travel evywhere he wants whenever he wants if he is weak because he could find someone stronger than him and die. Also having a variety of powers but not training to make them very powerful would be very bad because if it is noticed by the WG he would most likely be kidnapped and brainwashed to turn him into a CP agent or something like that.
