He trains the soldiers and gets rewarded when they break through. It's not just given by the system. He can indeed buy potions but they're expensive and he's only bought one. It also only boosts them by half a normal person's physique. I'd say it's pretty good as not everything is just handed nor is the platoon instantly op.
