No one in one piece keeps their observation on at all times. Just because a character has obs haki it doesn't mean they can't be taken by surprise

But that would mean no character can really be taken by surprise tho, even more so if they have future sight, and that's just not the case.

Ehh can’t really say that becuse background charthers just don count becuse they lose no matter and the main character always know when attck comeing they just don’t react fast enough

But narratively speaking, obs being active at all times makes no sense. Observation haki provides one with the possibility of sensing auras all around them. It would create too many plot holes if it was active at all times, A character can only 'not react in time' a few times before it becomes stale. The only person that I can agree would have it active most times would be Fujitora, cuz that's his eyes :))

Tru narratively that should be true at the same time when it come to show like one piece with all the prove showing otherwise it hard say it not tru (p.s this is not ment say your story have wrong ing this ment just a debate on something becuse why not )
