There are two kinds of characters. An evolving character, one who changes throughout his experiences. Like Piccolo, who starts as a villain, then become a good guy (it doesn't have to be this extreme). A flat character, one who doesn't change. To be interesting, he's the one who changes the world around him. Like Goku, who turns Vegeta into a good guy. Obviously, Rifan isn't the first category. So he belongs to the second.
