The grammar and the story so far is passable but the characters in the story are just way too unrealistic For example the hokage gives a kid who hasn't unlocked his chakra a s rank technique because the mc wanted one with reason being and I quote "you want strong Shinobi's right"

Yo buddy..... There is no such thing as "unlocking" chakra. In that world chakra is present in everyone and it was also defined in the show that is it "the essence of life". It's like having legs but learning how to walk is up to you.
