Wolfen:I don't know what you consider a strong werewolf. Twilight werewolves are faster and more agile then Underworld lycans, bigger than the Howling werewolves, and they change whenever they want unlike Ginger Snaps. So honestly any stronger you would want overpowered.
Yes the "werewolves" in Twilight are stronger than how they're portrayed in most other works but he meant that they seem weak compared to the vampires.
