Review Detail of Kexus in Emperor of Mankind (Naruto X Justice League)

He is changing people and only killing serious criminals. He hasn't killed anyone that changed after meeting him. Other that, he is not a vigilante. He is the ruler, so he has the authority to kill. Your review makes it look like Naruto is a crazy murderer in the story when he hasn't killed more than two or three people.

His main argument is changing the world into a better place, in many ways that the heroes can't do. It is not about killing, some other heroes in this story already did that. It's the fact that heroes are incapable and don't desire to lead the world. Naruto here combats all evils, societal, political etc. Do you have anything else that caught your eye?
