He is correct! The curve reduces the draw power needed while not reducing the arrows power at short to medium-long range. Think about the way a recurve bow would draw, the way it would flex in a way that would allow for more backwards leverage compared to a longbow which is essentially a giant curved bendy stick in comparison.

Recurve bows are used as training tools to build up to the longbow, usually if the person is too weak to draw a full sized longbow. the recurve helps them draw to full length by taking some of the strain off of the user and putting it on the bow. Recurve bows are just as powerful, but they have a shorter range and they are easier to break as the bow takes more tension.
