San can be used both ways, but for teens and under, Kun is usually directed towards boys, and Chan is usually directed towards girls. The reason San and Sama aren't used much when addressing little kids/teens is because both of those suffixes are ment to be respectful

from what I know Honorforifics are really strict in Japan, or at least the My Hero verse. Like even some of Bakugous and Izukus friends call them by their last names

True, i don't think Akkikan is fluent in English. As for why he repeats phrases a lot... it might be because he's really trying to hammer the idea into our heads, or because authors in the past have gotten really popular by repeatedly writing phrases. (also heads up, i don't think there's a set minimum when writing chapters on WN. )
