What neither Katsuhiro nor Hiruzen knew was that Fujin was the very first one to act! Not even 5 minutes had passed since the meeting ended when Fujin created and dispatched 20 Shadow Clones! They had begun spreading the rumors long before Hiruzen or Katsuhiro made their moves!
