I already wrote part of next chapter, it will be explained there. It's not like he can reincarnate 10 people at once. There is a period where his own being has to stabilize before he can reincarnate another one. Mikoto was needed to mend the relationship between the two. Also, Mikoto was needed to heal the bond between her children. Izumi is part of his promise to Itachi so he would be convinced, Shisui was a unit that doesn't need explenation.
