I think this is simple he want them to be as strong as possible and to depend on him but not be dependent on him. Since it would be a weakness no matter how strong he is, it is still a weakness.

The last time he disappeared for over a year they really didn't get that much stronger on their own. He's what allows them to become stronger so it doesn't make sense that him disappearing for a long time would make them stronger over all. If they reset their cultivation to take advantage of both it would take them hundreds of years on their own without him if they could even do that. And they aren't even gonna have that process if he doesn't take out the heros.
