For Akira and the Ten Shadows specifically, the costs of all Shikigami ARE fixed. Only changed by three factors: (1) Leveling them up - Strengthening them basically. (2) Shikigami Fusion - The chapter it appears at, Akira thoroughly explains the costs and how it works. It's also barely combat effective, so that's why you haven't been seeing it this arc. (3) Inheritance - Although it sounds obvious, Inherited Shikigami costs more than the usual cost. Now, Akira will dive more in-depth regarding that, but all you guys need to know is that it's more EFFICIENT and EFFECTIVE than regular Fusion.
