You don't need to 'tell' the characters motivations and reasons with pure author monologue to your audience, rather you must 'show' them through the characters' actions etc, be it implicitly or explicitly. Yes, cause Sirzechs' power was arguably 10x that of OG Lucifer; Riser's overall power and demonic power, with 'Crisis' and 'Overtime', was in the upper-level of 'Satan' class and pushing to the anomalies (the Super Devils). This directly refer to Vali's Juggernaut Drive, as Juggernaut Drive pushed Vali's threat level to 'Satan' class and Riser handled Vali easily.
