no clue but beacuse of Hex, my point of view on Naruto did a 180° turn in the last year.
Instead, they just don't do it. If they did it even once, others will ask why they don't do it every time. Once they begin doing it every time, everyone will see how much more free time they have. Then, they'll just pile more work on them. In essence, their workload will increase several times and the amount of time they they have to work will stay the same. So noone is going to talk about the fact that he divided the clones into groups of 4 clones AND A QUARTER OF A CLONE?
I divided them into groups of 4, 25 clones each. The first group trained in chakra control. The second trained in hand seals. I want to be able to use one hand seal in the end, but if I cant I want to at least be able to do it really fast. The third group worked on chakra sensing. I had them split into the village with a transformation Jutsu and try to sense the people around them.
