I think you are not understanding the situation. First up the Hokage is taken away and they have no idea where he is or how to save him. Next up is the possibility of Kawaki being a spy and if that's not enough, Rey is now questioning his authority. I think you are still thinking Shikamaru is the same as he was in the Naruto series, but his temper has been quite short in the Boruto manga.
