Actually, “the one who allowed this all to happen” isn’t exactly right. I think she’s the one who got the ball rolling, but it was another being that built the hill, if that makes sense. The hill being his fate and removing his suppressor allowed for his fate to finally follow along it’s intended path.

I think she removed whatever suppressed Xiao’s fate…maybe. I don’t know but that’s what makes sense to me. She doesn’t seem to have her memories in the present, and in my mind it just seems to fit that removing the suppressing force is what allowed this all to happen in the first place.
