It might take a bit but I plan to have him do actual Soul Reaper activities whilst he is a trainee, since he'll be part of the accelerated class and all. So it's not like he'll be cooped up in the academy 24/7. With that said, it is important for him to learn proper Kido theory and how to handle hollows etc...

Yes, the majority of the Soul Reapers at this point in time are former criminals, hence why Yamomoto explicitly stated he doesn't care about justice.However the underlying purpose of Shinigami was always to keep balance.
