Another guess like Targaryen dragons for generations is influenced by the blood magic of valyria. And that is why Targaryen could control them while others don't.
Franklyn Farman could be a candidate for plotting against Rhaena, but not a good one. After all, Lord Farman is just a small character in the big game. He doesn't have the influence to begin with that could help him get his hands on Tears of Lys, which is only used by and available to professional assassins. Even if he managed to acquire the poison, it wouldn't be easy for him to get it to Dragonstone without being caught. Therefore, he would need to be someone who knows the Dragonstone garrison well.
