If you read those few lines, out of context, you're right. You can see some connotation here. But if you take into account the plot of the chapter, and the story as a whole, no. In that case, all this talk of lewdness and sexuality is just nonsense. They're not doing it because they want to, and they have romantic or loving feelings for each other, but because their survival and the survival of the country as a whole may literally depend on it. It's literally just physical contact with no feelings whatsoever. Saber is blushing simply because she's embarrassed, not because she's horny or anything. And there's no way I can understand how that can be considered NTR, as that guy said.

Well, go on living in your imaginary world and believing whatever crap comes into your head.

And what exactly does Morgan want with Saber? Help her regain mana so she can win the goddamn battle that determines the fate of the world? No, no! She just wanted to make out with her. Oh, my God, how dare she?! Oh, no. She didn't. You just have too much imagination.
