Even those with a system will have to learn before acquiring a skill. The only difference is that the system provides perks and features that makes progress faster. The natives can still learn through books or everyday experience but not as fast. Skill creation is possible, but that's some high-level stuff. Our MC at the moment is fully dependent on existing skills. Only otherworlders have a system, but not all natives are inferior to them. There are natives that come from powerful bloodlines and can be OP without a system... P.S. The world is being developed so.... things might still change[img=recommend]
