But I guess for the purpose of drama the author instead had him run off to go do a trial he could do at any time while leaving his kingdom in a mess.

Are you actually planning to have him do the obvious solution to this problem of a chaotic kingdom which would be to use his blood to create a bunch of loyal and powerful minions in order to quickly take over the entire kingdom and stabilize it?
