Bruh, if you are looking for a one piece story like that then find an author who writes about one piece and suggest it to them. We are jujutsuing our kaisen over here, not trying to find the one piece. But I do know a fic that may be what you are looking for, search for One Piece: Seaside System. I think that's the title or something close to it. The last time I read it was the MC was planning to take the artificial dragon fruit for himself. It doesn't have many chapters yet tho and updates are pretty slow and spontaneous

The mini domain would eventually grow into a domain as well tho and would have to leave to find their own sorcerer and then later on meet another domain that they would like to spend their life with togtether and then eventually have some mini domains as well and so the cycle continues
