Don’t give any big rewards to the members as it would be to much for a starter mission and don’t invite new members if the mission is too short for the members to get friendly with each other.

Well it all depends on what you want to do, if you want everyone to know her hero/villain name before interaction with important characters then some kind of public appearance is needed. If you want a hero/villain name based on her abilities, actions or appearance then let it spread through rumors from wittiness or survivors. If you don’t want her hero/villain name to be known beforehand then just wait until she interacts with an important character and when they ask for her name just say something like ‘You can call me Rose’ or something like that.

Then just make a scenario where she introduces herself as Rose to a witness and then make the witness appear on tv.

It depends on what special characteristics you give her for example if she uses a scythe and shadows something like ‘shadow reaper’ should do or if she hunts only for blood something like ‘blood hunter’. If you need a hero/villain name fast just give her a basic one temporarily and change it later based on her actions.
