Not exactly, I remember Gloriana, this way in the past, talking to her siblings about Ves being able to "create expert pilots". This wasn't public knowledge. Although, I don't remember why she said that.

This was exactly what I was thinking, Ves would get some "territory", but the majority of the members of his fleet would remain in the ships, so it would be like an "space nation" that travels from planet to planet to get some resources.
