Claudia is connected with the IEF as she is the daughter of the executive of Ginga, which is a member of the Integrated Enterprise Foundation and the governing body of Seidoukan Academy. In the light novel, Claudia doesn't have a good relationship with her mother as she merely sees her daughter as a "puppet" if I'm not mistaken. Her mother didn't have a single issue with getting rid of her if she caused a problem for the company. Though it wasn't the same for Claudia as she loved her mother. That's why even if she doesn't like the orders the IEF gave her, she still does it for the sake of her mother and her company. (Seriously, I even hated her mother for doing that to Claudia and really want to put an end to that company, but alas, Bell needs some stepping stones for his character development.) Anyways. From Bell's perspective, even if they don't have a good relationship, she is still somehow connected to his sister's imprisonment. The fact that she still obeyed the commands of the IEF made Bell think that she was antagonizing him. But fret not, I will try my best to give her a good ending. please ask if i didn't explain it good enough for you to understand. I will try my best to clear some misunderstandings.
