Assuming you haven't read/watched One Piece, then no, Vegapunk is not as smart as Tony Stark. Vegapunk is much smarter than him.

Helena told me there was prejudice towards humans who married pokemon, and human-pokemon reproduction was extremely hard, almost impossible, and akin to legends, but after she let me use her PokeNav to research more about the topic, I found out only pokemon in the "human-like" egg group could reproduce with humans with 1 in a million chances, and humanoid pokemon not belonging to the egg group had 1 in 10 million chances.
