EMP would only disable some electronics not all. Not even just military hardware would survive or specially protected hardware, a lot of electrical devices are shielded from EMP just by their nature. Even then if all electrical devices were wiped out the earliest the world would be sent back would be the early industrial era in a worst case scenario. The devices could be rebuilt anyway.
