Just because Orochimaru killed him doesn't mean he's weak. Orochimaru was incredibly powerful, who's weakness to genjutsu arose from him splitting his soul.

10 tails Madara is more powerful! People don't understand that madara was barely trying after he sealed the ten tails within him. Just think about it. He was soloing all the tailed beasts, multiple Hokage and Sasuke with his rinnegan whilst being blind.

The same could be said for one with excellent control over their chakra, yet Tsunade isn't immune to it. I feel like you're reaching for something that isn't there. Itachi's Tskoyomi is the infinite Tskoyomi on a smaller scale, so I think you're underestimating it.
