Nope! Think about it for a moment. Zoro had monstrous endurance from the beginning and he displayed it throughout the story. Sanji had a Germa bloodline. Not to mention, Sanji had gone through so much perseverance in his childhood. But Liam is different. He has grown a lot but endurance and Willpower still isn't something that grows over night. You will find it out later in the story just how much of a coward Liam was at the beginning and just how much different his starting point was.

He does have Luffy's memories since almost everything that we know about Luffy had been revealed in the Manga and Anime. He also knows that he is from Earth but he just doesn't know who exactly he was.

But when you truly think about it. Luffy did manage to learn Advance Observation and Conqueror Haki in just a few hours.

He was from a clan but only his mother so he can still be considered a Civilian unlike Naruto whose father was Hokage and Mother was Uzumaki. Only his mother was from a clan and she wasn't that strong to make any difference.
