If a priority conflict is detected, that means they are at the same status in the system. The problem is that people of the same status in the system cannot lower other's access because otherwise, they would've been able to do the same to Alex which is a huge security problem if someone else somehow gets access. So either Alex has higher security clearance which shouldn't have caused a conflict in the first place or Alex is open to his clearance being lowered by others like an idiot.

As I said, it will dissappear but they don't know that. As far as they know they just heavily nuked a part of the planet which will effect everything. But this is a Chinese novel so don't expect much on the brain department when it comes to someone other than the main character
