In general the strongest characters of each anime will have Lv8 attacks at most, maybe one or two Lv9 attacks or if several characters join together they can use Lv9 abilities. Only Conceptual and Primordial gods use Lv9 attacks and Lv10 attacks are only available for Chaos bloodline holders.
