Squibs are those people who are born in a pureblood family but can't practice magic(Squibs can be determined by the age of 11. If they don't receive the invitation letter from hogwarts.). Muggles on the other hand are terms for normal people. Mudblood, is term for half blood or muggle born witch/wizard. Example being a son of a wizard but have a muggle mother, or having a squib grand father or grand mother and muggle parents.
They were just muggles for the wizarding world. Muggles with a bit of extra administrative power. She also kept herself from offending these wizards because she knew that many of these wizards belonged to families more ancient than England itself. - Otorbaliw1233mthCommented
