Yup the Sefirah of the God Almighty is the Sea of Chaos, but this is possible fiction wise because the Orignal Creator is close to awaking in the Body of the God Almighty and that triggered an beyonder convergence that steals the pathway and sefirah of some Outer Gods and fuse it to himself, that's why some outer gods are set on entering the planet because they want their sefirah and pathways back, for example the Black Emperor pathway and Justiciar Pathway, this pathway is from the "Son of Chaos" and has the sefirah named "Nation of Disorder" and the Above Sequence title is "The Anarchy"
Train by Scáthach for 2 years and make him a "warrior" but still so useless in using his abilities in an efficient way, her teaching skills should be not this weak lol disappointing.
As of I know he don't need to do the rituals while advancing in the higher sequences because of his strong Anchor so that means he doesn't need to create temples and a kingdom, but a perk of the Black Emperor is being able to revive in he's temple as long as the "change" or "law" he implement is still being use, it will be interesting what will you do of this. Regarding creating his own organisation it will be interesting (for me and just my suggestion) to create a Mafia Family (Katekyo Hitman Reborn inspired lol) it suits to his image and abilities (Using Chaos to uphold Order) and also synergies with the Black Emperor(Disorder) and Justiciar(Law) and considering the Honorific name of his Above Sequence "The Anarchy: Shadow of Order" (just my idea, good luck (^._.^)ノ)
How Saitama became the strongest being in the universe and defies the law of energy conservation doesn't really matter. It's what that power says about him and how he wields it that keeps us invested.
Just a tip; Ideally, any "power" should be nothing more than an extension of character. The specifics of how a "power" works isn't as important as how "power" provides further characterization. Nailing the specifics should just be icing. How did they come across that power? Bloodline, effort, traumatic experience, gift, curse, luck? Why do they continue using that power? Responsibility? Funsies? Boredom? How do they use that power? Restrained and controlled? Against the Geneva Convention? What does that power represent? To the wielder? To the greater world around them? How did growing up with that power or lack of power shape them into the person they became? Were they bullied because of it or were they worshipped like a god? How Scar from Full Metal Alchemist uses "alchemy" is basically a rough microcosm of who his is. In Shirou's case, he starts out with "reinforcement" that aligns with his desire to "reinforce" others. Then you have Archer's UBW, the crystallization of Shirou developed his powers into "solving problems" which involve pointy objects. The contradiction inherent in "swords". In contrast to Shirou who developed his powers from scratch, you have Rin who inherited her "money into explosions" magecraft. Counter Guardian TOHSAKA is basically a joke born from the inherent financial struggles she faces for continuing to practice her family magecraft. Why does she insist on carrying that burden? Is studying magecraft fun? Does she do it in respect for her late father she reveres? For her father, family or herself? What does she truly value at the bottom of her heart? Money? Power? Family? Doing the right thing? This is why her ditching the Gem Sword ala Luke Skywalker at the end of HF in front of Darth Sakura just works. In her hands is the summation of her legacy and she throws it away to give Sakura a hug. A power is only superfluous if it says nothing about a character.
As it is the representation of the Uniqueness of the Error Pathway, it should be able to enchance his thief ability allowing it to somehow affect intangible concept such as life span, fate, luck. He also should be able to create a "Bug" but considering that it is to OP, you can consider limiting it by him needing to gradually absorb the monocle so he can be one with it (like OG Amon has), how can he absorb the monocle? you can simply apply LoTM "Acting" here, which will make the plot and interactions interesting, but considering that it's hard to write and grasp the Core Acting of a Sequence 9-1 you just have to wing it simply by "Time" i guess? so you can control your story more. It is cannon that the monocle is the representatiom Uniqueness of the Error Pathway, Amon is born with it. In the later part when Mr. Fool killed Amon's original body in the castle he left it there.
