He can't, he doesn't have the raw stats to be one nor does he have an actual legend tied to a sword. The only Saber version of 'him' is the possessed version of shirou with muramasa. Now about his sword skills, the previous comments say everything. He is not servant level only with swords, he can keep up because he is really good at strategy and his mind's eye. Lancer destroyed him in close combat and Saber, when she didn't give him a moment to prepare, nearly cut him down instantly. ... Seriously, this doesn't mean he is bad, just that his strength lies elsewhere.

...But isn't this a comment about the story? He doesn't like summoning characters from other stories since it normally breaks the original world and it makes it oversaturated. That's a fair concern, tbh.
